Criminal justice clients are individuals who are in any sort of drug and alcohol rehabilitation facility due to alcohol or drug related crime. This will happen for instance when someone is found guilty of drunk driving or DWI, and for any other kind of drug related crime that has led the court to believe the individual has any sort of substance abuse issue. First-time offenders will be the most probable criminal justice clients because it has been proven that criminal justice clients who experience rehab in place of other penalties have much lower recidivism rates than those who find themselves ordered to jail time or receive other penalties. In the long run, it saves the court system both money and time when criminal justice clients obtain effective rehab.
