Criminal justice clients are those who are in any type of drug rehab facility on account of a drug or alcohol related offense. This will occur for instance when someone is found guilty of a DUI or DWI, or for any other type of drug related crime that has led a legal court to think the individual has any kind of drug or alcohol use issue.
