Criminal justice clients are people who are in any type of drug and alcohol treatment program due to a drug or alcohol related offense. This will occur for example if someone is convicted of driving under the influence or DWI, or any other kind of drug related offense that has led the court to think the individual has any kind of drug abuse issue.
