Criminal justice clients are those who are in any kind of alcohol and drug treatment program because of a drug or alcohol related criminal offense. This can occur for instance if a person is convicted of driving under the influence or DWI, and for any other kind of drug related crime that has led the judge to believe that the individual has any type of substance abuse issue.
