Criminal justice clients are people who are in any sort of drug and alcohol rehab program because of alcohol or drug related criminal offense. This can occur for instance when someone is found guilty of a DUI or DWI, or any other type of drug related criminal offense that has led the court to think that the individual has any sort of substance abuse issue.
