New offenders are the most likely criminal justice clients because it has been verified that criminal justice clients that experience rehabilitation in place of other penalties have significantly lower recidivism rates than those who find themselves ordered to prison time or receive other penalties. Eventually, it saves a legal court system both time and money when criminal justice clients obtain powerful treatment.
