Criminal justice clients are people who are in any sort of alcohol and drug rehabilitation center because of a drug or alcohol related criminal offense. This will happen for instance if someone is found guilty of drunk driving or DWI, and for any other type of drug related offense which has led the judge to think the individual has any kind of substance abuse issue.
