Criminal justice clients are those who are in any kind of alcohol and drug rehab center on account of a drug or alcohol related criminal offense. This will happen for example if a person is found guilty of driving under the influence or DWI, or any other type of drug related offense that has led the judge to believe the individual has any kind of substance abuse issue.
