Criminal justice clients are individuals who are in any sort of drug treatment program because of a drug or alcohol related offense. This will happen for example if someone is convicted of a DUI or DWI, or for any other kind of drug related criminal offense that has led the court to think the individual has any sort of substance abuse issue.
